Why it is blocked: Central authorities imposed a media blackout on SARS reporting after the first cases in late 2002. Jiang broke the government silence in April 2003 by e-mailing revelations about the severity of the crisis to the media, and the memo was subsequently leaked to Time magazine.3 He followed this up the next year by writing a public letter to government officials that called for a reexamination of the 1989 Tiananmen crackdown and accusing the government of covering up the truth, after which he was detained by the state for over a month. He reentered the spotlight in 2009 when he submitted a letter to President Hu Jintao demanding an apology for his time spent under house arrest.4
